Raised in Idaho as the son of migrant farm workers, Dr. Serrano's journey reflects dedication and resilience. His academic pursuits have led him to prestigious institutions, including Stanford for his Bachelor's, Yale for his Master's in Public Health, and Emory University, where he earned his Ph.D. in Health Services Research and Health Policy. Notable fellowships and awards, such as the Laney Graduate School Fellowship and Ford Foundation Fellowship, underscore his academic achievements and commitment to transformational health policy and administration.
Dr. Serrano's professional journey encompasses diverse roles, including serving as a technical officer at the World Health Organization, working as an analyst at the Centers for Medicare and Medicaid Services, and serving as a health systems consultant, along with undertaking HIV work with the United Nations Development Program. His work in these capacities has been pivotal in shaping healthcare policies, analyzing healthcare systems, and improving service delivery, particularly for underrepresented communities.
